The Communist Party of China convened its 15th National Congress from September 12th to 18th 1997.General Secretary Jiang Zemin pointed out clearly in his report at the Congress: "On the basis of independence, complete equality, mutual respect, and non-interference in each other's internal affairs, the CPC is ready to foster a new type of party to party relations of exchange and cooperation with various political parties wishing to have exchanges with the CPC, with a view to promoting the development of state relations."
