of the CPC Central Committee

Fellow delegates, distinguished guests,

Ladies and gentlemen:

Allow me, on behalf of the organizing committee of the 3rd ICAPP, to extend a warm welcome to all the delegates present here.

You have come a long way to this gathering in Beijing for the common goal to turn this 3rd Conference of ICAPP into one that will serve the purpose of strengthening exchanges and cooperation among Asian political parties and promoting development and prosperity in our region. Setting great store by the successful opening of this conference, the Communist Party of China (CPC) has specially invited the State Post Bureau to design, produce and issue a set of stamps and postcards in commemoration of the conference. It is our wish that these postcards bearing the CPC¡¯s profound sentiments and kind regards towards delegates of all parties attending the conference will become an everlasting memento of this great event.

Thank you.

Address by H.E. Tan Xiaowei
Deputy Post Master of the State Post Bureau

Minister Wang Jiarui,

Vice Minister Liu Hongcai,

Distinguished guests and friends,

The 3rd International Conference of Asian Political Parties(ICAPP) is going to be held in Beijing from September 3-5, 2004. In commemoration of this Conference, the State Post Bureau (SPB) decides to issue a postcard attached with postage stamp.

On behalf of the State Post Bureau, I would like to extend a warm welcome to all the distinguished guests present today and friends from the press and also to express our heart-felt gratitude to the International Department of the Central Committee of the Communist Party of China and other relevant departments for their support and assistance for the successful issuance of the postcard.

The 3rd ICAPP is the first international conference of political parties that China hosts. The expected success of this Conference will give a dynamic impetus to deepening friendly exchanges and cooperation between the Communist Party of China and other Asian political parties, promoting state-to-state relations and expanding CPC¡¯s international influence. Today¡¯s inauguration of the postcard in commemoration of the 3rd ICAPP on the eve of the Conference bears great significance. To this end, the SPB has taken it with great earnest to ensure painstaking preparation for the graphic collection, the design and the final issuance of the postcard.

This set of postcard and attached postage stamp feature in their design the emblem and logo of the Conference. The pattern of the postage stamp is the conference emblem against a green background, while the picture appended to the postcard is composed of the conference logo and the Earth embraced by doves and olive branches. As an embodiment of the theme of the Conference, i.e. ¡°Exchange, Cooperation and Development¡±, the design of the postcard gives prominence to the nature of this Conference as an international event, and highlights the significance of peace.

Lastly, on behalf of the State Post Bureau, I shall avail myself of this opportunity to wish the 3rd ICAPP a complete success.

Thank you!
