Russia:¡°The Heart of Eurasia¡± or ¡°Geopolitical Faultline¡±

Starting from the second half of the 20th century Russia¡¯s role in the development of the Eurasian continent has steadily grown. But that process was cut short by the collapse of the USSR. Instead of being an integrating factor of regional cooperation, a guarantor of stability and security of peoples our gigantic spaces have turned into a zone of geopolitical disintegration.

But we all know that nature, not to speak of social life, abhors a vacuum. So in recent years this geopolitical vacuum has been filled by other forces with increasing speed. Above all, by the military structures of the US and NATO which are actively penetrating into the former Soviet republics of Central Asia and the Caucasus.

The system of NATO and American military bases, always a major destabilizing factor in Asia, was dramatically expanded to a new and vast space. American military presence drove a wedge between the ¡°poles of stability¡± in Asia, that is, between Russia, China and India, a ¡°wedge¡± that crushes the geopolitical integrity of the Asian region. Thereby heavy damage is inflicted on the cause of regional security in Asian. New dangerous conditions have been created for the eruption of regional conflicts and for military-political confrontations on a far larger scale that are capable of drawing in entire communities of states. This is graphically illustrated by what happened in the Balkans yesterday and what is happening in Iraq today.

Russia And Security in Saia

The Russian Communists believe that the task of restoring stability and security in Eurasia is inseparable from the key problem of recreating an integral Russian state. Recreation in fact and not in words. A revival of a state capable of playing a key stabilizing role in the Eurasian space.

The main challenge of our era which is exerting an ever more negative impact on the processes of economic growth and social progress in the world remains globalization, to be more precise, globalization American-style. It is a process of often violent fitting of the modern world into the tight framework of a colonial model developed by the United States which it now uses with regard to all the peoples that do not belong to the so-called ¡°golden billion¡±.

American globalism today is precisely one of the main challenges of our time which we are obliged to respond to by uniting our efforts.

For Socialst Internationalism

At the present stage the integration of mankind can take place in two different forms:imperialist globalization and socialist internationalization. The rivalry of these two forms constitutes the main content of the present-day historical process. We are by no means against unity and integration of mankind. What we oppose is the special form of integration whose name is imperialist globalism. We are for a just, humane and equal form of integration and we will fight for it as best as we can. On the agenda is the creation of a broad union of anti-globalists.

But the resurgence of Russia and the strengthening of regional security that is connected with it as well as of the whole system of social and economic ties on the Eurasian space are impossible if a force capable of such actions does not start to prevail in our country. Today there is only one such force, the Communist Party of the Russian Federation. It is not a bureaucratic entity in to which people are dragooned by administrative methods, it is a massive popular movement whose roots go through all the strata of Russian society.

The Russian Communists have put forward their program on the Russian Question.

1. Real equality of representation of Russians, like all the peoples of Russia, in the bodies of state power from top to bottom.

2. Removal of all obstacles to national and cultural self-organization of the Russians throughout the country¡¯s territory.

3. Taking measures to punish with the full force of the law the manifestations of Russophobia, be it pronouncements of the state leaders insulting the Russian people or conflicts in everyday life.

4. Adequate presence of Russians in the information and cultural domains, especially in the mass media.

5. Equal opportunities for Russians and all the other peoples of Russian in the field of business activities and entrepreneurship.

6. Protection of the Russian language. An end to artificial ¡°Americanization¡± of our life, especially in the media and on television.

7. Protecting the historical holy places and monuments of Russian history. Protection of Russians abroad.

National Program of Russian Communists

Our program for society today can be reduced to several key propositions that we intend to put to a national referendum. Increasingly the fight for holding a referendum is becoming the focus of all our work.

We put the following problems to a national referendum.

First: the nation¡¯s land, forests, the subsoil and other natural resources must belong to the whole Russian people. Purchase and sale of land with the exception of backgardens, and plots of land for dachas and garages is inadmissible.

Second: the cost of housing, electricity and other utility services must not exceed 10% of a household¡¯s total income.

Third: wages and pensions cannot be below the living minimum fixed in a separate law.

Fourth: the fuel and energy and defense enterprises, railways that ensure national security and a worthy life for Russian citizens must be state property.

It is the implementation of these nationwide demands that we deem to be our responsibility to our people and our country, to the future of Russia and the future of the whole Eurasian continent. If these demands are realized Russia will get a chance to re-emerge as a great power, a guarantor of Eurasian and world stability, a bridge between great civilizations. If it fails, the geopolitical faultline will become still deeper posing an ever greater threat not only to regional, but to world security.
