Globalization pushed by liberalism is the cause of the constant emerging of new hotbeds of international wars. This has been proved by the situation in Iraq, the Korean Peninsula, Palestine and other regions in the world. With the creation of new weapons of mass destruction, world crisis has become very dangerous. Once a global conflict takes place, humankind will be pushed to the verge of extinction.

For the above-mentioned reason, our party thinks highly of the convening of this conference of political parties. Despite their differences in political views, participants in such an international conference can together work out a generally accepted framework for resolving global and regional crisis.

We believe that all political parties in Asia, while discussing the existing international issues, will stick to the principle of solving problems through peaceful means and will condemn all policies of invasion and violence.

Upholding these internationally recognized principles, our Party believes that it is feasible and necessary to solve the crisis in the Korean Peninsula, realize peaceful reunification of the north and the south and establish a united and prosperous nation state according to the guideline set by Comrade Kim Il Sung. Taiwan and the mainland of China can also realize reunification.

We condemn the war imposed by the United States on the Iraqi people, which has caused numerous civilian casualties. We consider peaceful means as the only correct way to solve the conflict between Israel and Palestine and to achieve lasting peace in Afghanistan. In a word, the principle of peace, trust and cooperation as a universally recognized principle should be abided by all political parties regardless of the political systems of their respective countries.

The fratricided war fought among our own people several years ago caused immense property damage and psychological trauma to the Tajiks. Peace and harmony and cooperation among political parties bear sacred meaning for the peaceful development of our country.

Having reached reconciliation, the political parties and groups who were fighting against each other several years ago, are now devoting their efforts to the economic and social construction of our country. We highly appreciate the contributions made to the peace cause of our country by other fellow members of the Commonwealth of Independent States, the United Nations, and other international organizations, regional major powers like Russia, China and India as well as other important states in the region such as Iran and Pakistan.

We have the opinion that the fruitful cooperation between political parties of different countries played an exemplary role in the process of ending the civil war in Tajikistan.

The experience of inter-party cooperation in Tajikistan has drawn attention from authoritative international organizations.

Therefore, when the UN Secretary General Kofi Annan, leaders of the OSCE and some heads of state visited our country, they all met with different political parties, showing special attention to the inter-party cooperation.

The development trend of productive forces in the world is that in the next decade the center of socialized production will be shifted from the west to the east, i.e. to Asia, because Asia has abundant material and human resources and is home to most of the world population. The continent holds in store abundant mineral resources. Moreover, the rapid and continuous economic growth in China, India, and in East and Central Asian countries has given impetus to the above-mentioned trend.

As the place and role of Asian countries in global economic development are constantly on the rise with their national strength ever growing, Asian political parties are having a greater role to play in maintaining peace and harmony in the region. Therefore, it is essential to strengthen closer cooperation between countries and parties in Asia.

Here I would like to remind representatives to the conference of some very important features of inter-party cooperation.

We are all outcome of a traditional society, academically defined as the Asian social and economic form, in which for thousands of years the central government is merged with communities. The ruling ideas of these communities are collectivism, mutual help and respect of tradition and family values. These communities reject the mentality of individualism and oppose national oppression. Due to ethnic or religious attributes, even the most brutal oriental tyrant had never intended to commit genocide.

The sense of identifying ours as a traditional society has opened wide space for effective inter-party cooperation and for enhanced role of political parties in economic, political and cultural cooperation among nations.

The technical and economic strengths of our countries have pushed forward the rapid development in modern communication, road and railway networks and hi-tech information. As a result of such development of the communication system and state-to-state cooperation, the great ancient Silk Road has been revived with new significance. The road from China to Tajikistan via the Kurma Mountain Pass has in fact connected our country with India and Pakistan through the Karakoram, and will boost the economic development of our country and even that of the northern part of Afghanistan.

The Communist Party of Tajikistan and other parties in Tajikistan support the efforts made in this direction by the leaders of our two countries.

The painful experience gained in the 20th century shows that violence, invasion, regional or world wars, individualism and egoism can find no place in the future. Unfortunately, these concepts have become part of some countries¡¯ national philosophy, which offer no better chance to resolve any of the world issues, but on the contrary, have worsen the situation.

The imperialist policy of globalization and their efforts to impose hypocritical values on other nations are doomed to failure. On the other hand, the ideas of peace, justice, equality, brotherhood, cooperation and mutual help which link people together have won the hearts of the world people and have become the driving force for human beings to create a new society. It is not that important how others would define this type of new society.

The new social form is significant because it is in keeping with the aspiration of hundreds of millions of the homeless people. We call this form of society socialism and communism and we firmly believe it will succeed.

The great Chinese people, with their experience accumulated for thousands of years and through their words as well as their deeds, have proved to the world that China is building a new civilization in Asia. I would like to avail myself of this opportunity to express my best wishes to the Communist Party of China and the Chinese people for even greater achievements to be made in their economic and cultural construction.
