Liu said, the bond of friendly exchanges and cooperation between China and Madagascar has always closely linked the two sides. On the occasion of the 50th anniversary of the establishment of diplomatic relations between China and Madagascar, President Xi Jinping and President Andry Rajoelina exchanged congratulatory messages, reflecting the friendship between the two heads of state and charting the course for the further development of China-Madagascar relations. The Initiative Emergence Madagascar put forward by President Andry Rajoelina has　effectively promoted the country's economic growth, reform and development. In the new era, the　Chinese side is willing to continue to work hand in hand with the Madagascan side to implement the important consensus reached by the two heads of state, align the development strategies of the two countries, promote China-Madagascar comprehensive cooperative partnership and development of respective countries for new results, and become a model of China-Africa cooperation.

Liu introduced the experience and practice of the CPC in exercising full and strict governance of the Party and strengthening the building of the ruling party. He expressed that the Chinese side is willing to further develop inter-party relations with the IRD on the basis of mutual respect, deepen mutual friendship and mutual trust, and conduct thematic seminars on party building, anti-corruption, and poverty alleviation to enhance respective governance capabilities and promote the development of the Party's causes. The CPC is willing to build bridges for cooperation in economy, trade, agriculture, people-to-people and cultural engagement, and cooperation at local levels between the two sides, and promote exchanges between women, youth, think tanks, media, and social organizations between the two countries, so as to enhance the mutual understanding between the two peoples and better benefit the two peoples.

Razafimahefa said, the ruling parties of the two countries maintain close communication and play an important role in promoting the development of bilateral relations. At present, under the leadership of the CPC Central Committee with General Secretary Xi Jinping at the core, the CPC and the Chinese government adhere to the people-centered approach and have scored a complete victory in the fight against poverty, lifting nearly one-fifth of the world's population from absolute poverty. This achievement is admired by the world, setting an example for developing countries including Madagascar. The Madagascan side firmly believes that under the leadership of General Secretary Xi Jinping, China will make greater achievements in promoting the process of Chinese modernization. The Madagascan side is willing to learn beneficial experience from the Chinese side and lead its people to advance Madagascar's modernization drive.

Pierre Holder Ramaholimasy said it was a pleasure for him to receive Minister Liu Jianchao and the CPC delegation at the headquarters of the IRD. The IRD attaches great importance to strengthening inter-party exchanges with the CPC and actively participates in bilateral and multilateral activities for political parties organized by the CPC. He said, not long ago, I participated in a webinar for senior cadres of the ruling parties of the two countries, learnt about the discussions and decision making of party organizations at local level in China online, and I was deeply impressed by the examples of rural revitalization in China. President Andry Rajoelina put forward the Initiative Emergence Madagascar, which covers various areas such as industry, energy, education, healthcare and agriculture. We look forward to learning experience in party building and state governance and the advanced development concepts from the Chinese side, and are willing to promote the docking of the Initiative Emergence Madagascar of the Madagascan side with the joint construction of the Belt and Road Initiative and other initiatives, to achieve common development.
