Liu Jianchao Meets with Wellars Gasamagera, Secretary-General of Rwandan Patriotic Front (RPF)

Kigali, July 26th--Liu Jianchao, Minister of the International Department of the CPC Central Committee, met here today with Wellars Gasamagera, Secretary-General of Rwandan Patriotic Front (RPF). Abdallah Utumatwishima, Commissioner of RPF National Executive Committee and Minister of Youth, Nelly Mukazayire, Commissioner of RPF National Executive Committee and Deputy Chief Executive Officer of the Rwanda Development Board, Christelle Kwizera, Commissioner of RPF National Executive Committee, Sabin Nsanzimana, Minister of Health, Richard Tushabe, Minister of State In Charge of the National Treasury and others were present.

Liu said, Rwanda is China's good partner, good comrade and good brother in Africa. Since the establishment of diplomatic relations, the two countries have always treated each other as equals and cooperated sincerely. The Chinese side appreciates the Rwandan side’s consistent and firm support on issues concerning China's core interests and major concerns. In recent years, President Xi Jinping has maintained close contacts with President Paul Kagame, charting the course for the development of China-Rwanda relations. The CPC is willing to work with the RPF to fully implement the important consensus reached by the top leaders of the two Parties and the two countries, enhance political mutual trust, strengthen the docking of development strategies, and help deepen the mutually beneficial cooperation between China and Rwanda under the framework of the joint construction of the Belt and Road Initiative and the Forum on China-Africa Cooperation (FOCAC).

Liu noted, we are pleased to see that under the leadership of President Kagame and the RPF, Rwanda has realized the "Vision 2020", made important progress on the road of national reconciliation and national construction, and achieved rapid economic development. The CPC is willing to deepen mutual learning with the RPF on issues such as party building, training, youth, and women, so as to promote the development of China-Rwanda and China-Africa relations.

Liu said, the Chinese side is willing to continue to strengthen communication, coordination and cooperation with the Rwandan side on international and regional issues of common concern, implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative proposed by General Secretary Xi Jinping, and jointly defend the international system with the United Nations at its core and an international order based on international law, adhere to true multilateralism, firmly maintain international fairness and justice, oppose hegemonism and power politics, and promote the building of a community with a shared future for mankind.

Gasamagera said, China's great achievements in economic and social development and democratic construction are admirable, and they are worth learning from for the vast number of developing countries. Gasamagera expressed gratitude to the Chinese side for its support to Rwanda through platforms such as the FOCAC and the Belt and Road Initiative, which have played an important role in the process of Rwanda's national transformation.

Gasamagera noted, the RPF and the CPC are the core of the leadership of their respective countries, and inter-party exchanges are an important part of the development of bilateral relations. Taking "Unity, Democracy, and Development" as its slogan, the RPF is committed to promoting national unity and pursuing its own development path. Attaching great importance to strengthening institutional exchanges with the CPC and exchanging experience in state governance and administration, the RPF will continue to firmly expand friendly exchanges between the two countries, deepen cooperation in economy, trade, infrastructure construction, agriculture, health and other fields, and intensify people-to-people and cultural exchanges to serve the interests of the people of Rwanda and China as well as the people of Africa.

Gasamagera said, the Rwandan side firmly adheres to the one-China principle and firmly supports China's position on the Taiwan question and issues related to Xinjiang and Hong Kong. We all pursue a more democratic international order, and oppose external interference, terrorism and hegemonism. Lauding the global initiatives proposed by the Chinese side, Gasamagera expressed the willingness to jointly uphold multilateralism and address global challenges. The Rwandan side sincerely believes that by standing together with the Chinese side, Rwanda will become a better place.

After the talks, on behalf of the two sides, Liu and Gasamagera signed a memorandum of communication and cooperation between the two Parties and met with the press together, answering questions from reporters on strengthening the relations between the two Parties and the two countries, promoting practical cooperation and strengthening coordination on international affairs.
