In an era when human-beings are increasingly bonded in a community of shared destiny and interests, the building and reform of the global economic governance system involves interests of all economies in the world and welfare of the entire population, and has become an ever pressing task jointly shouldered by various organizations across countries and regions, in the process of which, the voice of every person must be heard and the wisdom of each side is needed. The 2016 G20 Hangzhou Summit focused on burning issues confronting the world economy, promoted G20’s transformation from short-term policy to mid-and-long-term policy, and transformation from a mechanism featuring crisis management to one stressing long-term effect of governance, has provide guidance for the direction of world economic growth and international economic cooperation and achieved ample fruits as an important step forward in the process of global economic governance.Looking ahead, however, we still have enormous responsibilities to shoulder.
As basic organizations in the political life of most countries in the world, political parties represent the interests and pursuits of different groups, influence domestic and foreign policies of different countries, and shoulder the hefty responsibility of the common destiny of humankind. Facing the unstoppable momentum of economic globalization and urgent demands in global economic governance, political parties shall transcend from political limitations in specific aspects and in regional cooperation, and raise creative concepts and proposals on global economic governance with an attitude of being responsible for the common interests and destiny of humanity. Moreover, political parties need to work jointly with think-tanks, the media and NGOs to carry out extensive dialogues and exchanges, solicit people’s views and pool consensus, so as to guide politically in the reform of global economic governance. In addition, political parties should take actions and make concrete contribution to pushing forward effective cooperation between governments, as well as promoting the establishment of a just, rational and efficient system in global economic governance.
The Communist Party of China, as the governing party of China and a member of the family of political parties in the world, hopes to express expectations of the 1.3 billion Chinese people on global economic development, and their aspiration towards the building and reform of the governance system of the global economy. The CPC stands ready to join hands with political parties around the world to work out strategies, face common challenges, share experience and pool wisdom for a peaceful, safe, stable and prosperous life enjoyed by people of all countries.
Hence, themed with “Innovation in Global Economic Governance: Proposals and Actions of Political Parties”, the “Party and the World Dialogue 2016” sincerely invites leaders of political parties, statesmen, scholars of think-tanks and business representatives of G20 countries among others to participate in this event. Circling around innovation in concepts, mechanisms and practice of global economic governance, we hope that wisdom in different areas could be integrated and strengths of different kinds could be added up as commitment of political parties to pushing forward global economic order in a more just and reasonable direction.
The Dialogue will be held in Chongqing, China from October 13th to 15th 2016 by the International Department of the CPC Central Committee. Meanwhile, high-level officials of the Communist Party of China, renowned experts and scholars, and entrepreneurs will also attend the event to carry out exchanges with participants. Moreover, the host will facilitate field visits in Chongqing in order to enable participants to observe at first hand the practice and results of innovative measures taken in China’s economic governance.

In front of difficulties and challenges in economies of various countries and regions, facing realities in the operation of economic governance system of the world, confronted with competing pursuits and arguments among different concepts and directions, one cannot help but asking what kind of perspective on global economic governance does the world need? How shall governance systems and ideas of various countries be integrated? And how may countries strengthen interconnection of their policies and rules? Leaders of political parties will be invited to share their views on these questions, and high-level CPC leaders will elaborate on CPC’s idea of global economic governance comprehensively, so as to help the world understand the CPC’s position, proposal and responsibilities in its active participation in the reform and innovation of international economic governance.

Innovation in Global Economic Governance: Concepts and Practice of the CPC
A bountiful amount of fruits have been harvested at the G20 Hangzhou Summit. The international community is waiting eagerly for the facilitation of them, and watching closely the actions of China, which is not only the host of G20 Hangzhou Summit, but also a critical engine driving forward world economic growth. How will China under the leadership of the Communist Party of China inject impetus into economic development of the world and innovation in economic governance through its own innovation, coordination, and a green, open and shared development? In China’s provinces, cities, financial institutions and enterprises, what progress has been made in the reform and development, as well as innovation and exploration in governance? How will the China-initiated Asian Infrastructure Investment Bank and the Belt and Road Initiative provide new ideas and ways for the innovation in the global economic governance? How will China’s development fruits and experience be translated into multi-win progress for all countries that is to be shared by the world? Authoritative personages and heads of relevant institutions on CPC’s economic decision-making will be invited to speak on these matters. In addition, candid and open interaction will be carried out.

Political Parties and Innovation in Global Economic Governance
How do challenges and problems in global economic governance affect the countries and groups that political parties represent? What are the views that political parties from various regions and countries have on issues of concern in global economic governance such as sustainable development, revitalization of global trade, global investment pacts, blue print for innovative development, global value chain, international industrial cooperation and institutional reforms? How should political parties play their role in coordinating macro policies of different countries so as to realized interconnected development in a resonance of world economies? How can political parties of all types throughout the world work together to jointly participate and guide innovative development in global economic governance? These are the topics to be discussed in this session. Parties from all over the world are invited to make their voices heard, to seek basic consensus and to pool strength.
Economists’ Roundtable (Morning, October 15)
Global Economic Governance and China’s Development
The global economic growth is lackluster, the global governance system is in urgent need for reforms and innovations and the world expects major powers to shoulder their due responsibilities and work together. The G20 Hangzhou Summit has put forward a number of proposals for improving the global governance system that received positive feedbacks from all sides. At the same time, China is confronted with new challenges such as adapting itself to the economic new normal and transform the pattern of growth. How to understand China’s development prospects and the pressure it faces for transformation? How can China strike a balance between its own development and its responsibility for participating in global governance? How can the different interests and reform proposals of developing and developed countries be reconciled? What experience can the “Belt and Road” Initiative offer to global economic governance? Renowned economists and think-tanks from China and abroad will be invited to discuss the latest issues of China’s development and global governance practices and offer advice and opinions on achieving the mutual-reinforcement of China’s development and global governance.

Innovations in Global Economic Governance: Concerns and Suggestions of Parties
A just and equitable global economic governance structure and relevant institutions are set up to enable people from all corners of the world to enjoy the fruits of human progress. The shortcomings of the current global economic governance system and institutions are largely responsible for the failure of the international community in properly managing various risks and challenges and for the increasing imbalance in global economic development. Facing the evolution in the world economic situation, the global economic governance needs to be kept abreast of the changing times, better reflect the new reality of the world economic structure so as to ensure that all countries share equally rights and interests, and opportunities in international economic cooperation on a level playing field. How can we work together to push forward continuous innovations and reforms in concepts and institutions of global economic governance? How can we achieve inclusive growth that accommodates the demands of different regions, countries and communities? On this platform, delegates will present the results of their previous panel discussions, representative political parties, think tanks and entrepreneurs will express their important views, which will provide insights, broaden the vision, strengthen consensus and guide the direction for our efforts in promoting innovations in global governance.
Closing Ceremony (Afternoon, October 15)
Under the theme of “Innovations in Global Economic Governance”, leaders of political parties, dignitaries and scholars from various countries have had open and candid discussion, offering their advice and proposals on rebalancing and stabilizing the global economy. The closing ceremony will formulate joint proposals for promoting reforms and innovations in global economic governance from the consensuses reached by delegates, thus contributing to building an innovative, invigorated, interconnected and inclusive global economy.
