Beijing, July 29th—Song Tao, Minister of the International Department of the CPC Central Committee, held a meeting here today with Hoang Binh Quan, Chairman of the Commission for External Relations of the Central Committee of the Communist Party of Vietnam (CPV) via videolink.
Song said, both China and Vietnam are socialist countries led by a communist party, and good neighbors linked by mountains and rivers. General Secretary Xi Jinping and General Secretary Nguyen Phu Trong have always maintained close exchanges and interactions, offering important guidance for the relations between the two Parties and countries. The two Parties have seen fruitful results in exchanges across all levels, which have laid a solid foundation for the development of the relations between the two Parties. Since the outbreak of the COVID-19, both countries have jointly fought it and made huge achievements. Our two countries have also continued the cooperation in economy and trade. It is particularly worth noting that bilateral trade volume has increased in the first half of the year, which demonstrates the strong leadership of the two Parties and the distinctive strengths of the system of socialism, as well as the broad prospects for China-Vietnam relations. The CPC is willing to, together with the CPV, implement the important consensus of leaders of both countries, strengthen strategic communication, promote cooperation featuring “political party+”, and facilitate regional and non-governmental cooperation, so as to promote more in-depth and tangible development of China-Vietnam relations at the 70th anniversary of the establishment of diplomatic relations and benefit the two countries and two peoples.
Song mainly introduced the third volume of Xi Jinping: The Governance of China. Song said, it is the theoretical crystallization of Chinese Communists’ commitment to and efforts in developing socialism with Chinese characteristics in the new era, deepens our understanding of the laws that underlie governance by a communist party, the development of socialism, and the evolution of human society. It shows the latest achievements of adapting Marxism to the Chinese context, and fully embodies the wisdom and planning of the CPC in promoting the building of a community with a shared future for mankind. It is hoped that the two Parties will strengthen mutual learning of each other's experience in party governance and state administration, and push respective socialist construction for new progress.
Hoang extended sympathies to the Chinese people in flood-hit areas in China on behalf of the CPV Central Committee, and believed that under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, they will overcome difficulties and rebuild their homelands. Hoang said, at the beginning of the year, General Secretary Nguyen Phu Trong spoke on the phone with General Secretary Xi Jinping, injecting fresh impetus into the relations between the two Parties and countries. The CPV attaches high importance to developing relations with the CPC, sees China as the top priority in Vietnam’s foreign policies, and resolutely supports the One China principle and the “one country, two systems” policy. He expected both Parties to strengthen high-level exchanges, deepen exchanges of experience in state governance and administration and cadre training, promote local cooperation and cooperation in various areas, and continuously push China-Vietnam comprehensive strategic partnership of cooperation for in-depth development. Hoang thanked Song for introducing the third volume of Xi Jinping: The Governance of China, and said he was full of expectation of the work, and will earnestly learn the CPC’s latest theoretical achievements.
Both sides also exchanged views on issues including the South China Sea and international situation. They agreed that both countries should follow the important consensus of leaders of both counties and agreements between the two countries, manage differences through dialogue and negotiation, jointly safeguard peace and stability in the South China Sea, and guard against external interference and provocation. Both sides vowed to firmly safeguard the basic norms of international law, stay committed to the path of socialism, and make contributions to global peace and development.
The meeting was chaired by Wang Yajun, Vice-minister of the International Department of the CPC Central Committee and attended by Nguyen Manh Cuong, Vice Chairman of the CPV Central Committee’s Commission for External Relations.
