Liu Jianchao Meets with Ilyas Moussa Dawaleh, RPP Secretary General of Djibouti

Beijing, September 6thLiu Jianchao, Minister of the International Department of the CPC Central Committee (IDCPC), met here today with Ilyas Moussa Dawaleh, Secretary General of the People's Rally for Progress (RPP) of Djibouti. 


Liu said, President Xi Jinping recently met with President Ismail Omar Guelleh, who was in China for the 2024 Summit of the Forum on China-Africa Cooperation (FOCAC). They jointly upgraded China-Djibouti relations to a comprehensive strategic partnership, charting the course for the development of the relations between the two countries. President Xi Jinping delivered an important keynote speech at the opening ceremony of the Summit. He announced to elevate the overall positioning of China-Africa relations to an all-weather China-Africa community with a shared future for the new era, and proposed ten partnership actions for China and Africa to advance modernization, injecting strong impetus to the in-depth development of China-Africa relations. The IDCPC is ready to work with the RPP and other African political parties to take immediate action to deliver the important outcomes of the Summit through inter-party channels and better promote the development of China-Africa relations. 

Liu said, the CPC and the RPP are both ruling parties that play an important role in the economic and social development of respective countries. The CPC is willing to strengthen political dialogue and strategic communication with the RPP, intensify exchanges and mutual learning of experience in state governance and administration, deepen cooperation in areas such as party building and cadre training, and work together to improve governing capacity. Recently, the third plenary session of the 20th CPC Central Committee was successfully held, unveiling strategic arrangements for deepening reform comprehensively and advancing Chinese modernization. The Chinese side is willing to share development opportunities with the Djiboutian side, join hands on the path of modernization, facilitate the development of China-Djibouti relations, and promote the cause of building respective parties and countries for the greater benefit of the two countries and peoples. Amid accelerating global changes unseen in a century, the Chinese side is ready to work closely with the Djiboutian side to intensify coordination and cooperation, raise the voice of developing countries, and make the voice of justice of the Global South heard. 

Dawaleh said, the ten partnership actions for modernization proposed by President Xi Jinping at the Summit are highly compatible with Djibouti's development strategy and encouraging to the Djiboutian side. President Xi Jinping and President Guelleh jointly upgraded Djibouti-China relations to a comprehensive strategic partnership, which is of historic significance to the development of relations between the two countries. China is Djibouti's diplomatic priority. Djibouti is sincerely grateful for China's assistance to its economic and social development. As a gateway country to East Africa, the Djiboutian side firmly supports the Belt and Road Initiative (BRI) put forward by President Xi Jinping, and is willing to, together with the Chinese side, strengthen exchanges and cooperation on port construction, economic transformation and development and modernization, intensify multilateral coordination, promote the integrated development of the region and Africa-China inter-connectivity, and safeguard the national interests of the Global South. The RPP has long maintained friendly exchanges with the CPC and is willing to jointly implement the important consensus reached by the top leaders of the two Parties and countries, strengthen strategic communication, deepen exchanges and cooperation in areas such as party building, public communication, and party school construction, and jointly tell the stories of Africa-China friendship well. 

Hu Bin, Chinese Ambassador to Djibouti, and Li Mingxiang, Vice-minister of the IDCPC, attended the meeting.
