Second Meeting of China–Central Asia Political Parties Dialogue Held

Qingdao, November 3rd—The second meeting of the China–Central Asia political parties dialogue was held here today. The event was co-hosted by the International Department of the CPC Central Committee (IDCPC) and the CPC Shandong Provincial Committee, under the theme of “advancing common modernization through high-quality development: political parties in action”. Liu Haixing, Minister of the IDCPC, and Lin Wu, Secretary of the CPC Shandong Provincial Committee, attended and addressed the opening ceremony. More than 150 participants joined in the meeting, including Aziz Giyozoda, Deputy Speaker of Majlisi Namoyandagon of the Majlisi Oli of Tajikistan, Khakimov Rakhim Rasuljonovich, Deputy Speaker of the Legislative Chamber of the Oliy Majlis of Uzbekistan, Zhilkibayev, Secretary of the "AMANAT" Party, Iskhak Masaliev, the leader of the Party of Communists of Kyrgyzstan, Batyr Badayev, Deputy Chairman of the Democratic Party of Turkmenistan; as well as leaders of over 20 political parties from the five Central Asian countries, along with diplomatic envoys in China and representatives from China and abroad.

In his keynote speech, Liu said, the second China–Central Asia Summit was successfully held in June this year. President Xi Jinping and the heads of state of the five Central Asian countries reached important consensus on the joint pursuit of modernization through high-quality development guided by the China–Central Asia Spirit, charting the course for the region’s future development. The CPC is ready to work with political parties of Central Asian countries to give full play to the leading role of political parties, and be a strong leader in the joint pursuit of modernization; mobilize all sectors of society to participate in the grand cause of cooperation among the six countries, and pool a powerful synergy for the joint pursuit of modernization; deepen exchanges and mutual learning of experience in state governance and administration to play an outstanding leading role in the joint pursuit of modernization; focus on the common issues faced by the six countries in modernization drive and be a steadfast actor in promoting high-level cooperation among the six countries. The recently concluded fourth plenary session of the 20th CPC Central Committee adopted the Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development, outlining the top-level design and strategic direction of China’s development for the next five years. China is ready to share development opportunities with Central Asian countries and promote steady and sustained development in the joint pursuit of modernization. 


In his remarks, Lin said, Shandong is earnestly studying and implementing the spirit of the fourth plenary session of the 20th CPC Central Committee, as well as the spirit of General Secretary Xi Jinping's important speeches and important instructions during his visit to Shandong. Anchored in the goal of “taking the lead and shouldering greater responsibilities”, Shandong is accelerating its efforts to build a pioneering zone for green, low-carbon, and high-quality development and a new highland for opening up, striving to write a new chapter of Chinese modernization in Shandong. Located at the intersection of the Silk Road Economic Belt and the 21st Century Maritime Silk Road and at the center of Northeast Asia’s regional economic cooperation, Shandong has in recent years continuously strengthened sub-national practical cooperation with Central Asian countries, achieving positive results. Shandong is willing to take this meeting as an opportunity to put into practice the China–Central Asia Spirit, and to work hand in hand with Central Asian friends to enhance industrial collaboration, promote green innovation, deepen connectivity, and advance people-to-people and cultural exchanges, jointly opening up a broader path toward the joint pursuit of modernization. 


Leaders of the political parties from the five Central Asian countries expressed the willingness to work with the CPC to implement the consensus reached at the second China–Central Asia Summit. They said, the fourth plenary session of the 20th CPC Central Committee, which adopted the Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development, marks an important milestone in China’s modernization process. They said that through the field visits across Shandong, they witnessed China’s remarkable achievements in ecological governance and poverty alleviation. Under the leadership of the CPC, the Chinese people have achieved remarkable results in promoting high-quality development and advancing Chinese modernization, providing useful inspiration and important opportunities for the modernization drive of Central Asian countries. President Xi Jinping’s four major global initiatives have provided important solutions to global challenges. Central Asian political parties cherish the friendly relations with the CPC and are ready to strengthen experience exchanges in state governance and administration through platforms such as the China–Central Asia political parties dialogue, and to promote cooperation in the Belt and Road cooperation and other areas, working together to advance the path toward the joint pursuit of modernization. 

Representatives of political parties from China and abroad also had in-depth exchanges on topics such as "modern governance capacity of political parties" and "promoting high-quality cooperation through 'political party +'", and conducted on-site visits and exchange meetings around the two major themes of poverty reduction and ecological governance. 


The opening ceremony was chaired by Sun Haiyan, Vice-minister of the IDCPC. Zeng Zanrong, Member of the Standing Committee of the CPC Shandong Provincial Committee and Secretary of the CPC Qingdao Municipal Committee; Fan Bo, Member of the Standing Committee of the CPC Shandong Provincial Committee and Secretary-General of the CPC Shandong Provincial Committee; Sun Weidong, Secretary-General of the Secretariat of the China–Central Asia Format, and others attended the meeting. 


Prior to the meeting, Liu and Lin met with foreign delegates and exchanged views on strengthening inter-party exchanges and sub-national cooperation between China and Central Asian countries.
