Sochi, November 13th—The CPC delegation and the delegation of the United Russia Party jointly attended here today the 11th meeting of the dialogue mechanism between the ruling parties of China and Russia. The meeting focused on "China-Russia relations in the new era: the mission and responsibility of ruling parties". Russian President Vladimir Putin sent a congratulatory letter to the meeting. Liu Haixing, Minister of the International Department of the CPC Central Committee (IDCPC), and Boris Gryzlov, Chairman of the United Russia’s Supreme Council and others attended the meeting. 

In his congratulatory letter, Putin said, Russia and China, adhering to the spirit of the comprehensive strategic partnership of coordination, have seen bilateral relations flourishing. Cooperation in various fields such as economy, transportation, energy and people-to-people and cultural exchanges has been fruitful. The collaboration between the two countries within authoritative multilateral mechanisms such as BRICS and the Shanghai Cooperation Organization has effectively promoted the establishment of a more just and democratic multi-polar world order. Dialogue between major political parties is an important part of Russia-China relations. The United Russia Party and the CPC maintaining institutionalized exchanges is conducive to both sides deeply discussing many practical issues between the two countries, sharing experience in party building, parliament and legislation, and coordinating the implementation of beneficial social and political initiatives. It is believed that this meeting will further consolidate the friendship and understanding between the two countries and the two peoples. 

Liu said, since the new era, General Secretary Xi Jinping and President Putin have jointly planned and led the development of China-Russia relations to achieve a leap forward, reaching the highest level in history and setting a benchmark for major country relations and a model for a new type of international relations in the world today. The exchanges between the ruling parties of China and Russia have become increasingly mature over the past 20-plus years, and their strategic value has been continuously highlighted. The CPC is willing to work with the United Russia Party to implement the important consensus reached by the two heads of state, adhere to strengthening strategic communication while deepening strategic mutual trust between the two countries, adhere to leading the development and rejuvenation of both countries while leading the win-win cooperation between the two countries, and adhere to bilateral and multilateral strategic coordination while leading the right direction of global governance, to promote the more mature and resilient relations between the two Parties and the two countries, inject more stability into world peace and security, and open up a bright future of common development and prosperity. 

Briefing on the spirit and main achievements of the fourth plenary session of the 20th CPC Central Committee, Liu said, the Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development adopted at the fourth plenary session not only have a significant and far-reaching impact on the development of the CPC and China, as well as the advancement of Chinese modernization, but will also bring greater cooperation opportunities to Russia and other countries around the world. The CPC is willing to work with the United Russia Party to better align China's 15th Five-Year Plan with Russia's socio-economic development strategies, carry out higher-quality cooperation, deepen the integration of interests, and achieve common development. 

Gryzlov said, after years of development, the dialogue mechanism between the ruling parties of Russia and China has become an important channel for promoting bilateral cooperation and deepening people-to-people friendship. In recent years, under the personal promotion of the two heads of state, the comprehensive strategic partnership of coordination for a new era and strategic interaction between Russia and China have continued to develop; economic and trade cooperation has reached an unprecedented level; and the coordination and cooperation between the two countries on multilateral platforms such as the United Nations, the G20, and APEC have been further strengthened. The two countries have become an important force in maintaining world peace and stability. The United Russia Party is willing to continuously deepen communication and exchanges with the CPC to make new contributions to further tapping the huge potential of bilateral cooperation. Gryzlov also congratulated the successful convening of the fourth plenary session of the 20th CPC Central Committee. He said that the 15th Five-Year Plan will powerfully promote the process of Chinese modernization, and he believed that it will also create more favorable conditions for mutually beneficial cooperation between Russia and China. 

At the meeting, responsible officials from the CPC Central Commission for Discipline Inspection and the National Commission of Supervision, the Organization Department of the CPC Central Committee, the Commission for Political and Legal Affairs of the CPC Central Committee, the Policy Research Office of the CPC Central Committee, the Party School of the CPC Central Committee (National Academy of Governance), and the Central Committee of the Communist Youth League of China, along with Andrey Denisov, First Deputy Chair of the Federation Council Committee on Foreign Affairs; Kravchenko, Secretary-General of the Standing Committee of the United Russia Party's Supreme Committee and First Deputy Chairman of the State Duma Committee on Economic Policy; and Anton Demidov, Member of the Presidium of the General Council and Chairman of the Young Guard of the United Russia Party, engaged in in-depth discussions on topics including the spirit of the fourth plenary session of the 20th CPC Central Committee, the party building of ruling parties in the new era, countering external interference, safeguarding a correct historical view of World War II, and promoting youth exchanges. 

Andrey Klimov, Member of the Presidium of the United Russia Party's Supreme Committee, chaired the meeting.
