On May 8th, the Thematic Dialogue Between the CPC and Foreign Political Parties titled "Putting People First - Mission and Responsibility of Political Parties" was jointly held by the International Department of the CPC Central Committee (IDCPC) and the CPC Hebei Provincial Committee in Xingtang county, Hebei Province. Liu Haixing, Minister of the IDCPC, and Ni Yuefeng, Secretary of the CPC Hebei Provincial Committee, were present. About 180 people attended the meeting, including Lord Vaea, Speaker of Tonga's Parliament, and representatives from political parties, parliaments, and governments from more than 20 countries. 

In his speech, Liu introduced the vivid practices and rich achievements of the CPC in continuously promoting rural revitalization through a targeted assistance mechanism. He stated that under the leadership of General Secretary Xi Jinping, China has achieved a complete victory in eradicating absolute poverty, making a significant contribution to the cause of global poverty reduction. The CPC comes from the people, relies on the people, and serves the people, always remaining close to the people, sharing the same future with them. The CPC remains committed to learning about what the people need, seeking their opinions, and fully inspiring their enthusiasm, initiative and creativity. Currently, the CPC is conducting an education campaign on establishing and practicing a correct view on governance performance, to educate and guide Party members and cadres to uphold the principles of "serving the public good, benefiting the people, making scientific decisions, and working diligently," further creating achievements that can withstand the test of practice, the people, and history. This year marks the 105th anniversary of the CPC’s founding. Standing at a new starting point in history, the CPC is willing to strengthen exchanges and mutual learning with political parties around the world, act as builders, defenders, guardians, and protectors of people's happiness, jointly implement the four major global initiatives, and contribute even more to people's happiness and world peace. Liu also introduced the relevant situation of the IDCPC's support for Xingtang county's poverty alleviation and rural revitalization efforts. 

On behalf of the CPC Hebei Provincial Committee and the People's Government of Hebei Province, Ni extended a warm welcome to all guests. He said that in December 2012, General Secretary Xi Jinping braved the severe cold and snow to inspect Fuping county, Hebei Province, issuing a mobilization order for poverty alleviation to the entire Party and the whole country. Hebei Province has thoroughly implemented the spirit of General Secretary Xi Jinping's important instructions and the decisions and deployments of the CPC Central Committee, uniting all forces to work together and winning the battle against poverty on schedule. In recent years, the entire province has kept the instructions in mind, been grateful and forged ahead, firmly established and deeply practiced the correct view on governance performance, and taken concrete steps to ensure that efforts to consolidate and expand poverty alleviation gains were well aligned with those to boost rural revitalization. In this way, the fruits of modernization can benefit the people of the province more equitably. On the new journey, Hebei Province will unswervingly forge ahead along the direction charted by General Secretary Xi Jinping, vigorously promote the spirit of poverty alleviation, fully, accurately and comprehensively implement the new development philosophy, ensure that the decisions and deployments of the CPC Central Committee are implemented thoroughly and achieve results, and strive to write a chapter of Hebei Province in the Chinese modernization. 

The foreign guests said, the development story of Xingtang county in Hebei Province embodies the tremendous achievements made by the CPC Central Committee with Comrade Xi Jinping at its core in upholding the people-centered approach and leading the Chinese people in poverty alleviation and rural revitalization. China has proven to the world with its own development that only by adhering to and consistently implementing the people-centered development philosophy can a country take on a new look and move towards common prosperity. China's development has brought vast opportunities to all countries, and the path of Chinese modernization has provided an important reference for developing countries. As the world today faces many common challenges, the foreign guests expressed the willingness to work closely with China to deepen exchanges of experience in state governance and administration, strengthen practical cooperation in agriculture, infrastructure, education, public health, and other fields, jointly promote modernization, and build a community with a shared future for mankind. 

IDCPC officials appointed to temporary posts and representatives from grassroots communities in Xingtang county shared the county's story of winning the battle against poverty and its continued efforts to promote rural revitalization. Chinese and foreign representatives at the meeting exchanged views and engaged in dialogue on the theme.
