Baku, September 8th—The inauguration ceremony for the Chinese Studies Center and the Chinese Literature Corner at the Academy of Public Administration under the President of Azerbaijan was held here today. Liu Haixing, Minister of the International Department of the CPC Central Committee (IDCPC) and Tahir Budagov, Deputy Chairman of the New Azerbaijan Party and Head of the Central Office of Azerbaijan, attended the ceremony. Urkhan Alakbarov, Rector of the Academy of Public Administration, presided over the ceremony. 

In his address, Liu said that the friendship between China and Azerbaijan has a long history and has grown ever stronger with time, with the two countries moving forward hand in hand in their pursuit of modernization. The CPC is the leadership core of all causes in China and has led the country through earth-shaking historic transformations. Since the 18th CPC National Congress in particular, under the wise leadership of General Secretary Xi Jinping and guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, China has scored a historic victory in the battle against poverty, won the critical battle against pollution, and written a new chapter of the twin miracles of rapid economic growth and long-term social stability. The CPC is a party that has always worked for the progress of humanity and for the great harmony of the world. The vision of a community with a shared future for humanity and the four major global initiatives proposed by General Secretary Xi have contributed China's wisdom, China's solutions and China's strength to safeguarding world peace and promoting common development, injecting valuable stability and certainty into a world of change and turbulence. Amid accelerating profound changes unseen in a century, demand from the international community to understand the CPC's state governance strategies and General Secretary Xi's important thought is growing day by day. 

In recent years, under the strategic guidance of President Xi and President Ilham Aliyev, China-Azerbaijan relations have developed in a comprehensive, rapid and high-level manner, maintaining strong momentum. The two heads of state attach great importance to exchanges and mutual learning between the two countries and the two Parties. The establishment of the Chinese Studies Center and the Chinese Literature Corner is precisely a concrete action to implement the important consensus of the top leaders of the two countries. It is believed that they will provide an important platform for Azerbaijan to gain an in-depth understanding of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehend the miracle of China's development, and deepen exchanges of experience on state governance between the two countries, driving new progress in the China-Azerbaijan comprehensive strategic partnership. 

The Azerbaijani side said that Azerbaijan-China relations are steeped in history. The multiple meetings between President Aliyev and President Xi have injected strong impetus into bilateral relations. This year marks the CPC's 105th anniversary. The CPC has led the Chinese people to development achievements that have attracted worldwide attention, becoming one of the largest and most influential political forces in today's world, not only playing a leading role in China's development but also profoundly shaping international politics and economics and global governance processes. At a time when the current international landscape is marked by change and turbulence, understanding the underlying logic of Chinese modernization and studying General Secretary Xi's state governance philosophy is of great importance for Azerbaijan in deepening cooperation with China and addressing global changes. The Chinese Studies Center and the Chinese Literature Corner provide an important window for the faculty and students of the Academy to learn about Chinese culture and civilization. Through studying General Secretary Xi's works, they can gradually deepen their understanding of the CPC and China's state governance experience, and the Center will become an important platform for exchanges of ideas and youth dialogue for Azerbaijan and China. 

Liu also observed Azerbaijani students' on-site sharing session on studying General Secretary Xi's works, interacted with them, and presented books to the Center and the Chinese Literature Corner. 

Lu Mei, Chinese Ambassador to Azerbaijan; members of the Board of the New Azerbaijan Party, members of the Milli Majlis; heads of major departments of the Central Office of the New Azerbaijan Party; and representatives of experts, faculty and students of the Academy, were present.
