Wenzhou, June 23rd—The Chinese People's Association for Peace and Disarmament and the Arsenault Family Foundation of the United States (US) co-organized here today the 2026 China-US Scholars Dialogue at Wenzhou-Kean University. Lu Kang, Vice-minister of the International Department of the CPC Central Committee, attended the dialogue and delivered a keynote speech.
Lu said that more than a month ago, President Xi Jinping held a historic meeting with President Donald Trump, during which they agreed on a new vision of building a constructive China-U.S. relationship of strategic stability, outlining a strategic blueprint for the sound and steady development of China-US relations in the new era. The two sides should accurately grasp the core essence of this new positioning. First, it is an inclusive form of stability that embraces differences while seeking harmony. China and the US should acknowledge and respect their differences, and manage and transcend them through institutionalized arrangements. Second, it is a shared form of stability achieved through joint efforts. China and the US should work together to avoid the Thucydides Trap and break free from the traditional cycle of rivalry among major countries. Third, it is a positive form of stability built through proactive actions. The two sides should follow the practical path of cooperation as the mainstay, competition within proper limits, manageable differences, and expectable peace, actively manage risks and challenges, expand the scope of cooperation and increase its volume, and accumulate strategic mutual trust, so as to promote the healthy, stable and sustainable development of China-US relations.
Lu noted that building a constructive China-U.S. relationship of strategic stability is a long-term and systematic undertaking. Both sides should move beyond the “enemy narrative” and foster a correct strategic perception; establish rules for competition and prevent it from spiraling out of control; put “brakes” on differences and prevent them from hijacking the overall bilateral relationship; and expand common interests so that cooperation can once again become the mainstream. China stands ready to work with the US to fully, faithfully and effectively implement the important consensus reached by the two heads of state, and deliver a more peaceful, prosperous and stable future for the peoples of both countries and the rest of the world.
The US representatives attending the dialogue said that the new positioning of "constructive relationship of strategic stability" established by the two heads of state provides important guidance for the development of US-China relations. They are ready to work with the Chinese side to strengthen strategic communication, enhance strategic mutual trust, deepen the understanding of the rich essence of the new positioning, and translate it into practical and feasible policy measures, so as to contribute wisdom and strength to the development of bilateral relations.
More than 30 experts and scholars from the strategic and academic communities of China and the US participated in the dialogue.
