Mr. Liu Jianchao, ethnic Han, born in February 1964, native of Dehui, Jilin Province, member of the Communist Party of China (CPC) since October 1984, university graduate, Bachelor of Art.

Liu Jianchao graduated from the English Language Department of Beijing Foreign Languages Institute majoring in English in August 1986 and joined the Ministry of Foreign Affairs (MFA) in the same year. He went on studying in the University of Oxford majoring in international relations from 1986 to 1987. Between 1987 and 2006, he worked successively at the MFA Department of Translation and Interpretation, the MFA Information Department, the MFA Department of CPC Related Affairs, Chinese Embassy in the United Kingdom and the MFA Information Department again. Between 2000 and 2001, Mr. Liu worked as member of the Standing Committee and Deputy Secretary of the CPC Committee of Xingcheng City, Liaoning Province. From 2006 to 2013, he served successively as Director-General of the Information Department of the MFA, Chinese Ambassador to the Philippines and Chinese Ambassador to Indonesia. In November 2013, Mr. Liu was appointed Assistant Minister and Member of the CPC Committee of the MFA.

Mr. Liu became Deputy Director (vice-ministerial level) of the National Bureau of Corruption Prevention and Director-General of the Department of International Cooperation of the CPC Central Commission for Discipline Inspection in August 2015. He later served as Member of the Standing Committee of CPC Zhejiang Provincial Committee and Secretary of the CPC Zhejiang Provincial Commission for Discipline Inspection in April 2017 and started to serve concurrently as Chairman of Zhejiang Provincial Commission of Supervision in July of the same year.

Mr. Liu became Deputy Director of the Office of the Central Commission for Foreign Affairs in March 2018 and started to work concurrently as Secretary of the CPC Committee of the Office in May the same year. Mr. Liu Jianchao assumed office as Minister of the International Department of the CPC Central Committee in May 2022.

He is a delegate to the 19th and 20th CPC National Congress, a member of the 19th CPC Central Commission for Discipline Inspection, a member of the 20th CPC Central Committee, and a deputy to the 13th National People’s Congress.
