People’s Daily, Beijing, October 30th -- To respond to the attention of the international community on the 4th Plenary Session of the 18th CPC Central Committee, the International Department of the CPC Central Committee (IDCPC) held a thematic briefing on the morning of October 30th on the meeting for foreign diplomats in Beijing. The Briefing was presided over by vice-minister Guo Yezhou of IDCPC. Yuan Shuhong, vice-chairman of the Legislative Affairs Office of the State Council was invited to give the briefing. Over 180 senior diplomats from over 120 countries including nearly 60 ambassadors attended the briefing.
Yuan gave a briefing on the core content of the “Resolution of the CPC Central Committee on Several Issues concerning Comprehensively Advancing the Rule of Law”. He emphasized several important issues including “improve the mechanism for the implementation and supervision of the constitution”, “link legislation with decisions on reform”, “set up a system of recording, reporting and accountability concerning leading officials’ interference in judicial affairs and specific cases”, and “explore the system of public interest litigation by precuratorial organs”.
Yuan explained that the Plenum set out the general goal of comprehensively advancing the rule of law, drew out the blueprint for developing the rule of law, and made new arrangements for enhancing Socialist rule of law. It is a declaration and action plan for the CPC to unite and lead people of all ethnic groups to advance the rule of law and to accelerate the development of a Socialist country based on the rule of law on a new historical starting point. It is a milestone in the history of legal development in China.
The speaker answered questions put forward by the diplomats in active interactions. Diplomats attending the briefing spoke highly of the timely briefing on the 4th Plenum held by the IDCPC. They stated that through authoritative briefing and interactions with the expert, they had gained a more comprehensive and in-depth understanding of the meeting as well as more understanding about the measures and steps to be taken to advance the rule of law in China. They said that they would report what they had learned back to their respective countries so that the decision-makers would know about the authoritative information concerning the 4th Plenum as soon as possible.
On the afternoon of the same day the IDCPC also held a thematic briefing for journalists of overseas media stationed in Beijing. Nearly a hundred journalists from over 50 news agencies attended. Xin Chunying, vice-chairman of the Legislative Affairs Office of the Standing Committee of the 12th NPC gave the briefing and answered questions put forward by the journalists.
The thematic briefings belong to a series of activities held by the IDCPC on major issues concerning the Party and the country. Since 2009, IDCPC has held several briefings to update foreign diplomats and overseas media in China on the latest policies and concepts of the CPC.
