Thematic Briefing for Large-scale Multinationals in China

BEIJING, Nov. 3 -- In order to further respond to the attention of the International Community on the 4th Plenary Session of the CPC Central Committee, the International Department of the CPC Central Committee (IDCPC) held a thematic briefing on the Plenum on Nov. 3 for representatives in Beijing of large-scale multinationals for the first time.  

The briefing was presided over by Guo Yezhou, vice-minister of IDCPC. Zhang Hengshan, director-general of the Department of Teaching and Research of Political and Legal Affairs of the Central Party School, and Zhang Yansheng, secretary-general of the Academic Committee of the National Development and Reform Commission, were invited to give the briefing. Over 200 representatives of 150 large-scale multinationals participated with great enthusiasm.  

Zhang Hengshan gave a briefing on the general goal of comprehensively advancing the rule of law, the basic principles, the plans for implementation, and major tasks. He elaborated that to build a country of Socialist rule of law, it requires the simultaneous development of rule of law, law-based governance, and law-based administration as well as the integration of a law-based country, law-based government, and law-based society in order to realize scientific legislation, strict law-enforcement, fair administration of justice, universal law-abiding and to promote the modernization of governance system and governance capabilities.  

Zhang Yansheng focused on the impact of the Plenum’s decision and plans to enhance the rule of law on China’s economic environment and business environment, especially for foreign businesses in China. He stressed that the rule of law will become the keyword for China’s reform and opening-up in the next 35 years. To establish legislation of a high standard and new norms for law-enforcement, justice and law-abiding will greatly improve the environment for investment and development of foreign businesses. It conforms to the common interests of foreign businesses, SOEs, big businesses and small businesses alike and requires joint efforts of all.  

The main speakers also answered questions put forward by representatives of multinationals in Beijing. The atmosphere was lively with spirited interactions. Representatives spoke highly of the IDCPC for holding such a timely briefing on the 4th Plenum. They said they had benefited a lot from attending the thematic briefing for the first time. Through authoritative briefing and interactions, they had gained a deeper understanding about the meeting and a clearer picture about the strategies, path and direction of China’s future development, which further boosted their confidence about carrying out economic and trade cooperation with China.  

The briefing was the last session of a series of briefings held by the IDCPC on the 4th Plenum, with the previous two respectively for foreign diplomats in China and journalists of overseas news outlets stationed in Beijing, both of which received positive feedbacks. Since 2009, the IDCPC has held multiple briefings of similar nature to introduce the latest policies and concepts of the CPC to the international community.
