Kigali, August 12th—Liu Jianchao, Minister of the International Department of the CPC Central Committee, met here today with Wellars Gasamagera, Secretary-General of the Rwandan Patriotic Front (RPF).

Liu congratulated the RPF on winning the Chamber of Deputies election and the successful re-election of Rwandan President Paul Kagame. He said, the election results reflected the Rwandan people's high trust in President Kagame and the RPF, as well as their expectations for the country's development prospects. Calling President Kagame's keynote speech at the inauguration ceremony inspiring, Liu believed that under the leadership of President Kagame, the Rwandan people would surely make new development achievements. Under the strategic guidance of President Xi Jinping and President Kagame, China-Rwanda relations have flourished, with fruitful results of cooperation in various fields and inter-party cooperation. The Chinese side is willing to work with the Rwandan side to implement the important consensus reached by the two heads of state, strengthen the alignment of development strategies, continue to firmly support each other on issues involving respective core interests and major concerns, support each other in taking development paths that suit respective national conditions, and promote the upgrading of bilateral relations.

Liu said, China-Rwanda relations cannot develop without the strong leadership of the ruling parties of the two countries. The CPC is willing to work with the RPF to intensify exchanges at all levels, strengthen political dialogue, enhance mutual understanding and trust, engage in in-depth discussions on issues such as party building, development strategy, and state governance, learn from each other, and advance cooperation in areas including cadre training, and jointly improve governance capabilities to boost the development of bilateral relations and development of respective parties and countries. At present, changes in the international landscape are unfolding at a faster pace. And the importance of China-Rwanda relations is becoming increasingly prominent. The Chinese side is willing to, together with the Rwandan side, strengthen coordination and cooperation on international and regional affairs, jointly implement the three major global initiatives, better safeguard the common interests of developing countries, and work for a more just and equitable international order. Liu introduced the main situation of the third plenary session of the 20th CPC Central Committee.

Gasamagera thanked the CPC delegation for attending the inauguration ceremony, saying it shows the strong support for the RPF and Rwanda. Hailing the long-standing friendship between the RPF and the CPC, Gasamagera said, especially since the two Parties signed a memorandum of exchange and cooperation last year, the two sides have enjoyed closer exchanges. I led a delegation of senior RPF officials to visit China at the beginning of this year and witnessed China's tremendous development achievements in various fields. The in-depth exchanges with the Chinese side in areas such as theoretical construction, party school construction, and party history education are very important to Rwanda. China's achievements have inspired the Rwandan side. As developing countries, we are both fully aware that "no fruit will be reaped without hard work". We must redouble our efforts for national development and people's happiness.

Gasamagera said, the Rwandan side firmly adheres to the one-China principle, stands firmly with the Chinese side on issues concerning China's core interests, supports major global initiatives proposed by the Chinese side, and hopes to strengthen the alignment of Vision 2050 of Rwanda with China's development strategies.

Gaspard Twagirayezu, Commissioner of RPF National Executive Committee and Minister of Education in Rwanda, Protais Musoni, Senior Advisor to the Secretary General of the RPF, Sandrine Uwimbabazi Maziyateke, Commissioner of RPF National Executive Committee, Virgile Rwanyagatare, Director General of Directorate General of Asia and the Pacific of Ministry of Foreign Affairs and International Cooperation and others, were present.
