The 11th China-Arab States Civilizations Dialogue Held

The 11th China-Arab States Civilizations Dialogue, co-organized by the International Department of the CPC Central Committee (IDCPC) and the Secretariat of the League of Arab States, was held in Beijing. The theme of the dialogue focused on strengthening civilization dialogue to build a China-Arab community with a shared future for the new era. Liu Haixing, Minister of the IDCPC, as well as Ahmed Aboul-Gheit, Secretary-General of the League of Arab States, Mahmoud al-Aloul, Deputy Chief of Palestinian National Liberation Movement (Fatah), Jamal Mohamed Fakhro, First Deputy Chairman of the Bahraini Shura Council, Zaina Idhali, Deputy Speaker of the Moroccan House of Representatives, and Abdullah Mohammed Abu Al-Ghaith, Vice Chairman of Yemen's Shura Council, attended the event. About 150 representatives from political parties and organizations, parliamentarians, government officials, think tanks, and media from 22 Arab countries, as well as representatives from Chinese ministries and commissions, universities, and think tanks, participated in the dialogue. 


In his keynote speech, Liu said, President Xi Jinping and the leaders of Arab countries jointly attended the 10th Ministerial Conference of the China-Arab States Cooperation Forum last May, proposing the building of "five cooperation frameworks", which have drawn a grand blueprint for the development of China-Arab relations. The dialogue is held to implement the important consensus reached by the leaders of China and Arab states, promote mutual learning and exchanges among civilizations, and inject lasting and profound civilization strength into the building of a China-Arab community with a shared future. The two great civilizations of China and Arab countries have a long history of exchanges, similar values, common missions in the era, and broad prospects for cooperation. Both sides are pioneers and companions in practicing the Global Civilization Initiative. In the face of the accelerated transformations unseen in a century, China and Arab countries should jointly build lasting peace, safeguard the foundation for the survival of civilizations; jointly seek development and rejuvenation, accumulate the driving force for the progress of civilizations; jointly promote cultural and people-to-people exchanges, release the vitality of civilization dialogue; and jointly advocate fairness and justice, improve the order for the coexistence of civilizations. 

Liu said, the fourth plenary session of the 20th CPC Central Committee was successfully held not long ago, and the Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development was adopted, which conveyed the stability of China's policies, economic growth, and development expectations to the outside world. It demonstrated China's determination and perseverance to follow through with its plans, revealing the success code of China's governance. The steady progress of Chinese modernization will surely provide a broader market, more advanced technologies, and richer cooperation options for countries around the world, including Arab countries, and will also inject more vigorous contemporary power into the exchanges and mutual learning between Chinese and Arab civilizations. China is willing to walk hand in hand with Arab countries to create new glories of China-Arab civilizations in the new era. 


The Arab side warmly congratulated the successful convening of the fourth plenary session of the 20th CPC Central Committee, highly spoke of the tremendous achievements made in China's economic and social development, and stated that the Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development will strongly promote Chinese modernization and bring new opportunities for mutually beneficial cooperation between Arab countries and China. The Arab side thanked the Chinese side for its long-term selfless assistance to Arab countries, appreciated Chinas  upholding of fairness on the Palestinian question, supported China's proposal of the Belt and Road Initiative and the four major global initiatives, and believed that the second China-Arab States Summit to be held in China next year will inject new impetus into the development of Arab-China relations. The Arab side is willing to strengthen civilization dialogue with China, enhance mutual understanding and trust through exchanges and mutual learning, promote practical cooperation in various fields, and advance the building of an Arab-China community with a shared future, making new contributions to the development and progress of human civilization. 


Chinese and foreign representatives also conducted in-depth exchanges on topics such as experience exchanges in state governance and administration between China and Arab states and exploration of modernization paths; the Global Civilization Initiative and cultural and people-to-people exchanges between China and Arab states; and the Belt and Road Initiative and people-to-people bond between China and Arab states.   


Jin Xin, Assistant-minister of the IDCPC, presided over the opening ceremony. 


Before the event, Liu met with Arab representatives attending the dialogue and exchanged views on promoting inter-party exchanges and cooperation between China and Arab states.
