The 2nd Strategic Dialogue Between the CPC and Germany's SPD Held

Beijing, November 18thThe second strategic dialogue between the CPC and Germany's Social Democratic Party (SPD) was held here today. Liu Haixing, Minister of the International Department of the CPC Central Committee (IDCPC), and Lars Klingbeil, Co-chairman of the German Social Democratic Party (SPD) and German Vice Chancellor and Federal Minister of Finance, attended the dialogue and delivered keynote speeches. The two sides had candid, in-depth and constructive exchanges on issues such as foreign affairs, security, economy, society, and ecological transformation. Representatives from the Office of the Central Commission for Financial and Economic Affairs, the Party School of the CPC Central Committee, the Ministry of Foreign Affairs, the Ministry of Commerce and other Chinese ministries, commissions, and think tanks, as well as members of the SPD delegation, were present at the dialogue. 


Liu said, this strategic dialogue was held shortly after the successful conclusion of the fourth plenary session of the 20th CPC Central Committee. The plenary session is an important meeting held by the CPC at a crucial stage of development and an important window for the international community to observe China's future development strategy and direction. The plenary session adopted the Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development, which has drawn a blueprint for China's economic and social development in the next five years. China will adhere to high-quality development, high-level opening up and the path of peaceful development. China is willing to work with Germany to expand new space for mutually beneficial cooperation, share development opportunities and jointly maintain world peace and stability. 

Liu said, over the past 40-plus years since the establishment of relations between the CPC and the SPD, the two Parties have carried out a series of fruitful exchanges and cooperation based on the spirit of seeking common ground while reserving differences, mutual respect and mutual learning. Both sides should summarize valuable experience, take practical actions and help open up a more resilient and dynamic future for China-Germany and China-Europe relations. The CPC is willing to work with the SPD to make good use of the strategic dialogue mechanism, have open and candid exchanges on fundamental and overall issues of China-Germany and China-Europe relations, enhance mutual trust, resolve doubts and expand consensus; play the role of political parties in bridging, and promote the strategic alignment of Chinese modernization and Germany's modernization transformation through the "political party +" platform, and promote practical cooperation at all levels and in all fields; demonstrate the vision and responsibility of a century-old party, and promote the building of a China-Europe partnership and even global partnership with world political parties, and contribute more wisdom and strength as political parties to jointly addressing global challenges. 


The German side said, the current international situation has undergone tremendous changes, with increasing unstable and uncertain factors. Both Germany and China are influential countries and bear important international responsibilities. Both Germany and China adhere to multilateralism, support free trade and are committed to maintaining world peace. Both sides should strengthen exchanges and cooperation in all fields to promote the development of Germany-China and Europe-China relations. The SPD is willing to strengthen exchanges with the CPC, have candid and open dialogues on a wide range of issues such as Germany-China and Europe-China relations, climate change, artificial intelligence and regional peace and security through the strategic dialogue mechanism and platforms, enhance mutual understanding, expand consensus and make efforts to jointly solve global issues. 


Ma Hui, Vice-minister of the IDCPC, Xu Dongning, Deputy Director of the Office of the Central Commission for Financial and Economic Affairs, Armand Zorn, Deputy Chairman of the SPD parliamentary group in the German Bundestag, Esra Limbacher, Deputy Chairman of the SPD parliamentary group in the German Bundestag and others attended the dialogue.
