The Fifth Wanshou Dialogue on Global Security Opens

Beijing, May 29thThe Fifth Wanshou Dialogue on Global Security, organized by the Chinese People's Association for Peace and Disarmament, was held here today, with the theme The Transition and Reshaping of the Global Security Order.Liu Haixing, Minister of the International Department of the CPC Central Committee (IDCPC), attended the dialogue and delivered a keynote speech. The gathering brought together nearly 50 international security experts from more than 30 countries, including Elvira Surabaldieva, Chairperson of the Committee on International Affairs, Defense, Security and Migration of the Jogorku Kenesh of Kyrgyzstan; Andrey Kortunov, former Director General and Academic Director of the Russian International Affairs Council; Vito Rosario Petrocelli, former President of the Foreign Affairs Committee of the Senate of Italy; Shavendra Silva, former Chief of Defence Staff of Sri Lanka; and Lim Sung-nam, former First Vice Minister of Foreign Affairs of the Republic of Korea. 


Liu noted, currently, the world is undergoing rapid changes, with a complex and volatile international landscape. Deficits in peace, development, security, and governance are widening, severely impacting the traditional international security architecture, and a new security order is far from being formed. Standing at this new historical crossroads, can countries join hands to address these challenges and maintain global security and stability? Can they focus on the future of humanity and write a new chapter in the history of peaceful development? This is a question we must answer in this era. And the ability to establish and practice correct security concepts is the first and foremost question on this exam. 

Liu noted, since the 18th CPC National Congress, General Secretary Xi Jinping, with a profound grasp of the evolving global landscape and drawing on the essence of fine traditional Chinese culture, has systematically summarized the CPCs theoretical and practical experience in safeguarding national security, and creatively proposed the holistic national security concept. This provides a guide for action in maintaining and shaping China's national security in the new era, and is also intended to provide a reference for security governance in other countries. The CPC practices the principle of prioritizing the safety of the people, adheres to the principle of coordinating development and security, taking into account both its own security and common security, and relies on promoting international security to make positive contributions to maintaining global peace and security. China stands ready to work with all countries to establish the concept of common security to steer global security governance in the right direction; practice the principle of comprehensive security to address complex security challenges in a coordinated way; adhere to the path of cooperation security and practise true multilateralism; and stay committed to sustainable security to consolidate the foundations for enduring peace. As a responsible major country, China is ready to work with countries around the world to jointly practice the Global Development Initiative, the Global Security Initiative (GSI), the Global Civilization Initiative and the Global Governance Initiative, and promote the building of a community with a shared future for humanity. 


Participants from various countries spoke highly of Chinas contributions to world peace and the reform and improvement of the global governance system, and praised Chinas efforts in promoting the political settlement of regional hotspot issues. They expressed anticipation for China to play an even greater role in international and regional affairs. In today's world, with increasing instability and uncertainty, and the prevalence of unilateralism and protectionism, President Xi Jinping's GSI is timely, in line with the trend of the times, and has important practical significance and far-reaching impact. History has repeatedly proven that dialogue and consultation are the only way to resolve differences and avoid conflict. Participants expressed readiness to strengthen strategic communication with China, enhance coordination and cooperation within multilateral mechanisms such as the United Nations, the Shanghai Cooperation Organisation, and the Asia-Pacific Economic Cooperation, jointly safeguard the international system with the United Nations at its core and the international order based on international law, practice true multilateralism, promote the democratization of international relations, and inject more stability into a world fraught with change and turmoil.
