Guangzhou, September 14th—The International Think Tank Forum of the 21st Century Maritime Silk Road (2025) was held here today, with the theme of "The Belt and Road Initiative and the Global South amid a Transforming World Order". Ma Hui, Vice-minister of the International Department of the CPC Central Committee (IDCPC) and Co-Chairman of the Council of the Silk Road Think Tank Association (SRTA), attended the opening ceremony and delivered a speech in a pre-recorded video.

Ma said, at present, profound changes unseen in a century are accelerating. The deficits of peace, development, security and governance are intertwined. The Global South countries share common traits of opposing hegemony, pursuing development, and seeking justice, and are profoundly changing the world economic landscape and the international political pattern. As a member of the Global South, China has always been committed to working with relevant countries to maintain world peace, promote common development, advance opening-up and cooperation and seek mutual benefit and win-win results. Under the new circumstances, China will take President Xi Jinping’s important expositions on the Belt and Road cooperation as guidance, work together with the Global South to promote high-quality Belt and Road cooperation, and make positive contributions to building a community with a shared future for mankind.

This forum was jointly hosted by the China Center for Contemporary World Studies of the IDCPC, the Guangdong University of Foreign Studies, the Guangdong Institute for International Strategies, the Guangdong Public Diplomacy Association, and the Guangdong Social Sciences Association. Government, think tank and academic representatives such as Li Xin, Vice Chairman of the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference, Adrian Severin, former Deputy Prime Minister and former Foreign Minister of Romania, and Gustavo Pacheco Villar, former President of the Andean Parliament, attended the forum and engaged in discussions.
