Chinese Side Briefs Participants of 3rd Global South Think Tank Dialogue on Spirit of 4th Plenary Session of the 20th CPC Central Committee

On the morning of December 3rd, the International Department of the Central Committee of the Communist Party of China (IDCPC), Shanghai Municipal Committee of the Communist Party of China and Global South Think Tanks Alliance held the Thematic Briefing on the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) at the Shanghai Party Institute of CPC, introducing the spirit of the plenary session to foreign representatives attending the Third Global South Think Tank Dialogue. Jin Xin, Assistant-minister of the IDCPC, presided over the briefing. Professors of the Shanghai Party Institute of CPC Wang Gonglong, Tang Juelan, and Chen Fangliu provided detailed explanations from such perspectives as the overall deployment of the 15th Five-Year Plan (2026-2030), high-level opening-up, and development of socialist culture, and answered questions from the foreign participants. 


Jin said, the Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development clearly demonstrates the direction of Chinese modernization and proposes strategic measures for the next stage, injecting more stability and certainty into a turbulent and changing world. In particular, the Recommendations, focusing on the reality and trend of the shared future for mankind and the interdependence between China and the world, explicitly proposes "share opportunities with the rest of the world and promote common development." Specific arrangements for promoting open cooperation are also made in the Recommendations, which will help countries around the world further grasp China's development opportunities and share in China's development dividends. Chinese modernization belongs to China, but also to the world. China's planning list also serves as a list of cooperation between China and other countries in the world. China is willing to engage in friendly cooperation with all countries, including those in the Global South, and move forward hand in hand on the road to common development. 

The foreign participants said, over the past five years, China has once again proved that it is a reliable partner of other Global South countries with its achievements and practices. The CPC Central Committee's recommendations for formulating the 15th Five-Year Plan  systematically outlines the blueprint for China's economic and social development over the next five years, showcasing once again the great political wisdom, broad strategic vision, and outstanding leadership of General Secretary Xi Jinping and the CPC. It has sent a strong signal that China adheres to open cooperation and pursues mutual benefit. Against the backdrop of rising protectionism, unilateralism, and increasing geopolitical conflicts, the implementation of China's 15th Five-Year Plan is of great significance to the world and the Global South. This can provide the world with much-needed stability and predictability, bring more development dividends to the Global South, offer more governance experience, and help other Global South countries independently explore modernization paths suited to their own realities.
